“미국 정부는 제주4.3학살 공식 사과하라”

제주4.3단체들이 미국 바이든 정부의 공식 출범을 계기로 21일 공개서한문을 내어 제주 4.3학살에 대한 미국 정부의 공식 사과를 요구했다.
이들 단체는 공개서한문에서 “3만명 이상이 희생당한 제주4·3에 학살은 이승만 정부와 당시 대한민국 군과 경찰의 작전통제권을 갖고 있던 미군이 경찰 폭력과 분단에 반대하는 사람들을 심각하게 탄압한 결과”라며 “정작 책임을 져야 할 미국 정부는 70년 넘는 긴 세월이 흘렀지만 아직까지 방관자적 태도로 아무런 말이 없었다”고 비판했다.
이들 단체는 “미국은 제주 4·3에 대한 역사적 책임을 지고 공식 사과해야 하며, 지난 2005년 UN(국제연합) 총회에서 채택한 국제인권법의 중대한 위반행위와 국제인도법의 심각한 위반 행위의 피해자의 구제와 배상에 대한 권리에 관한 기본원칙과 가이드라인에 근거해 민간인 학살에 대해 철저히 조사하고 그에 상응하는 조치를 취해야 한다”며 “이미 회복할 수 없을 정도가 된 ‘지연된 정의’를 바이든 정부가 바로 세워야 한다”고 촉구했다.

2021년 1월 20일 바이든 정부가 출범했습니다.
위기에 처한 미국 민주주의가 다시 회복되기를 세계인들과 함께 소망합니다.
바이든 정부의 출범은 새로운 세계를 만들 책무가 있다고 봅니다.
세계 최강대국으로서 미국 제일주의가 아니라 인권과 평화의 인류를 만들 소명이 있습니다.
46대 미국 대통령으로서 민주주의, 인권과 평화 시대를 향해 전진하기를 기원합니다.
제주 4·3은 1947년부터 1954년까지 대한민국 남쪽에 위치한 제주도에서 당시 인구의 10%에 해당하는 3만명 이상이 학살당한 사건입니다. 이승만 정부와 당시 대한민국 군과 경찰의 작전통제권을 갖고 있던 미군이 경찰 폭력과 분단에 반대하는 사람들을 심각하게 탄압한 결과입니다.
2000년 제주 4·3사건 진상규명 및 희생자 명예회복에 관한 특별법이 제정되었습니다. 이에 따라 대한민국 정부는 국무총리실 산하 진상조사위원회를 구성했고 2003년 진상조사보고서를 발표했습니다. 보고서는 제주 4·3 대학살의 책임은 이승만 대통령이라는 점을 명시하고 있습니다.
특히 이 대학살은 미군정 하에 이뤄진 일인 만큼 미국은 4·3 대학살과 인권 유린의 책임에서 결코 자유로울 수 없습니다. 대학살의 주요 시기가 대한민국 정부 수립 이후라는 것도 미국에게는 변명거리는 되지 못합니다.
1948년 8월 24일에 체결된 한미군사협정에 따라 미군사고문단이 한국군에 대한 작전권을 보유했습니다. 실제 진압작전 을 위해 미군의 무기와 정찰기 등을 지원했습니다.
그러나 정작 책임을 져야 할 미국 정부는 70년 넘는 긴 세월이 흘렀지만 아직까지 방관자적 태도로 아무런 말이 없습니다. 그러는 사이 4·3을 온몸으로 겪으며 고통 속에 한 생을 살아야 했던 생존자들이 대부분 세상을 떠나고 있습니다.
살아남은 80~90대의 생존자들도 앞으로 살아갈 날이 얼마 남지 않았습니다. 4·3의 아픈 상처는 아직도 아물지 않고 있습니다.
미국은 도널드 레이건 대통령 시절, 제2차 세계대전 중에 일본계 미국인 12만 명을 수용소로 강제 이주시킨 사건에 대해 44년 만에 사과하고 보상한 경험이 있습니다. 또 2009년 오바마 대통령은 100년도 더 지난 선주민 학살에 대해 사과하는 결의안이 포함된 법안에 서명했습니다.
세계 평화 시민의 이름으로 바이든 정부에 요구합니다.
미국은 제주 4·3에 대한 역사적 책임을 지고 공식 사과해야 합니다. 지난 2005년 UN(국제연합) 총회에서 채택한 “국제인권법의 중대한 위반행위와 국제인도법의 심각한 위반 행위의 피해자의 구제와 배상에 대한 권리에 관한 기본원칙과 가이드라인”에 근거해 민간인 학살에 대해 철저히 조사하고 그에 상응하는 조치를 취해야 합니다.
이를 위해 미국 정부와 한국 정부는 공동조사단을 구성해 4·3 당시 미군정의 책임 규명을 위한 진상조사 등 책임 있는 조치를 취해야 합니다.
이미 회복할 수 없을 정도가 된 ‘지연된 정의’를 바이든 정부가 바로 세워야 합니다. 잘못된 과거를 바로잡는데 공소시효는 없습니다.
바이든 정부가 동북아의 작은 섬에서 일어났지만, 대비극에 대해서 책임있는 모습을 통해 새로운 인권과 평화의 시대를 열어 줄 것을 요청합니다.

Dear Mr. President,
We, the undersigned civil society organizations in Jeju Island, South Korea, call on President Biden to make an official apology on the Jeju April 3rd Uprising and Massacre and fulfil its responsibilities.
“The April 3rd Uprising and Massacre” is a tragic incident that happened between 1 March 1947 and 21 September 1954 on Jeju Island. It was a chaotic period right after the independence from Japan and the Korean peninsula was entering into the Cold War era. Some people, including the first president of South Korea and the US government, wanted to establish a separate government in South Korea while others wanted to establish a unified country with the North. Jeju islanders courageously stood up against the division of the Korean peninsula but unfortunately, the Rhee Syngman administration and the US government who had operational control of the South Korean military severely cracked down on Jeju islanders. Approximately 30,000 people (10% of Jeju's total population) lost their lives during this period.
In 2000, Jeju 4·3 Special Law on the Investigation of the Truth and Restoration of Victims' Honor was enacted in South Korea. As a result, the South Korean government formed a National Committee for the Investigation of the Truth about the Jeju April 3 Incident under the Prime Minister's Office and released an investigation report in 2003. This report clearly states that Rhee Syngman administration is responsible for the Jeju 4·3 Massacre. This Jeju April 3rd Uprising and Massacre occurred during the US military government and under the US operational control, and therefore, the US government cannot avoid its responsibility for this killing. The Executive Agreement on Interim Military and Security Matters during the Transitional Period, which was signed on August 24, 1948, the US Army Forces in Korea(USAFIK) held operational control over the South Korean Constabulary and provided US weapons and reconnaissance aircrafts for the actual crackdown.
Unfortunately, the US government has remained silent for over the 70 years. In the meantime, most survivors who had endured traumatic memories of the massacre passed away. The painful memories of the Jeju April 3rd Uprising and Massacre are still here on Jeju Island, with few survivors in their 80s and 90s.
We remember that former President Donald Reagan apologized and compensated for forcibly migrating 120,000 Japanese-Americans to camps during the WWII after 44 years’ time. Also in 2009, the former President Barak Obama signed a bill that includes a resolution apologizing for the killings of the Native Americans which happened more than 100 years ago.
We, on the name of people-loving people around the world, call on the Biden administration. The US must make an official apology on the Jeju April 3rd Uprising and Massacre. The US government must investigate about the Massacre and take corresponding measures according to the “Basic Principles and Guidelines on the Right to a Remedy and Reparation for Victims of Gross Violations of International Human Rights Law and Serious Violations of International Humanitarian Law” which was adopted by the UN General Assembly in 2005. To this end, we urge the US and South Korean government to establish a joint investigation team to take responsible measures including fact-finding mission.
We expect the Biden administration to restore the ‘delayed justice’ and open a new era of human rights and peace by taking responsible actions on this tragic incident happened in Jeju Island.
